I think you will be ok with using it as a permanent fix for shop lamps. I have used it in my dorm for a permanent situation for my refrigerator, no issues.

I have just bought a fountain, but the AC cord is too short to reach the outlet. Can I use this extension cord if one end is in a weather tight socket and the other end is housed inside the fountain itself? Can this extension cord be 1. buried or 2. put inside a conduit? Thanks

I don't see why not. As long as you keep the plugs high and dry it's unlikely that you'll have any problems.

Can this be used as an extension for a refridgerator/freezer?

Absolutely not. Wire size is not large enough for a major appliance (fridge, freezer, clothes washer, window AC, etc.). Ideally you should not use an extension cord with a major appliance. But if you must I would recommend a 14 gauge or if the wiring in the wall will support it a 12 gauge. In any event use the shortest extension cord that will work. Best option is to have an electrician move the outlet. Fridges and freezers especially run a lot which can generate a lot of heat in insufficient wiring. This is why an extension cord is not recommended for this application.
