No, it is not comfort height. It is chair height, which is higher than the standard toilet, but lower than comfort height (17"-19").

I had this problem for another brand, ultimately found that the supply line had a backflow check valve at the shutoff...little rubber disc inside deteriotated and plugged the line...took 2 min. or longer to refill...replaced and all was well

Yes. It is heavy and it helps to have a helper align the toilet with the bolts when setting it in place. I've done it myself by laying a strip of masking tape aligned with the bolts and parallel with the back wall which helps visualize where they are relative to the holes in the toilet.
