How rust RESISTANT is Carbon Steel vs Powder Coated Steel vs Stainless Steel?

Is CARBON steel more rust resistant than Powder (or any other) Coated Steel? I believe Stainless Steel is rust PROOF correct? Any metallurgically inclined out there to help me out?

The product description is really weird, the rod itself is plastic and definitely not bronze, it's black, that's why I'm only giving it four stars. Other than that, it seems sturdy enough and is easy to get in place and tighten to the right tension, I've only had it up a week.

Rated 5 out of 5 by from Simple and stays in place Don't let the description fool you. Oil rubbed bronze is not accurate at all. It's gloss black. There's nothing rubbed looking about it. Luckily, a plain black rod is what I needed. It was easy to install, but the directions were not perfectly clear to me. It has to be extended to the length and then twisted in the middle to hold it. I thought that was it, but it also had to be twisted again at one end. Otherwise it'll stay up, but not very well. Once the one end is twisted, it's solid and not going anywhere. Only one end can be twisted. You can tell because one end Will be solid and the other will be lose. The lose end needs to be twisted.
