Most definitely.

If I use this to screw a pressure treated 2x4 to a 4x4 fence post, do I need to pre drill the holes?

Not if you are using new (green) wood. If you are repairing an existing fence or other structure that has "cured" in the sun, pilot holes are recommended to keep the wood from splitting (particularly if you are attempting to toe nail cross pieces to upright posts).

Building decks is tough. The work is more presentable when using screws to attach the wood products but that is often hard because of bits and tough wood timber. These went in easily and the bits lasted a long time. I think they do much better than others I have purchased in the past. I recommend them.

These screws worked great. I used them to put together a new raised bed with treated lumber and galvanized roofing. Being exterior rated deck screws they should last a long time. They drove well and had a good deep Phillips head for minimal slip when driving them with a impact driver. I used these screws in pocket holes to create very snug joints. Great component for completing the raised bed project. See Pic.
