No but just adjust the wheels slightly by moving the cart. Absolutely the best cart. Can hold heavy loads top and bottom. I use it indoors and outdoors. Washes very easily.

The dimensions are listed in the description and I took a screenshot for you. I suppose you could cut the legs off of anything, provided you use the right tools for the job. But you'll lose the tray underneath. And if the legs are cut unevenly, you'll ruin it. I suggest you find something closer to what you need.
