You can certainly cut it down. The brackets need to be mounted to studs so the minimum there is 16" apart. 28" shouldn't be a problem.

The wood is, while not too heavy, substantial. Depending how big your cart is and how much weight you are planning to put on it, it may not work. How are you going to attach it?
I don't see any issue as long as you keep it deeper than its mounting brackets. Width as well, as long as you can secure to two wall studs
See attached image. The location of the first nut is nowhere near 2.75"; it's closer to 2 5/16". So the desired height will be off ~0.5" again. I understand there is some intentional "give" or "ease", but 0.5" seems a bit much. What am I missing? I will likely be measuring at most 2.5", not 2.75" as instructed.
Yes, you could. I'd be hesitant to install a really large vice. The wood is thick enough to provide the support.
