I would only trust any plastic cover with latex paints.

What does the difference in #mil really mean. And is there one that is a more frosted look than another?

The mil. is the thickness the more mils.the more thickness would make it more difficult to see through. I wouldn’t refer to it as frosted but I can see your point. Sure hope that helps.
