Not quite sure what you are asking here but the metal pole slides down over the shiny tube and clicks into the two little button tabs you see in the picture. You need to buy the pole separately.

No. This vacuum is for an in the ground, hard surface pool. You will need a vacuum with brushes and without wheels for your above ground pool. HDX # 67311 (571-293) vinyl liner vacuum would be a good bet for you. (A telescopic pole and vacuum hose are sold separately.)

Not sure but they do move freely, really well in fact. Why not go in store and take a look, they are on the shelf.
