Yes, there are slots that allows the can to be adjusted ( lowered ). In my case the slots were not long enough so I ended up drilling new screw holes to match what I need for a droped coffered ceiling. Just make sure all three holes are the same distance from the base of the can.
This is just a can and socket for incandescent. Any dimming would be a function of whatever bulb you use.
