Yes this is a floor register. It is plastic but the price was well worth it.

real easy: pop the existing register out, and measure the hole in the floor (not the register). normal openings are like 4 X 10, etc
They can, but would look 'cheap', and kind of not a smooth type coat. Personally, I would purchase the wood ones they sell, and paint them: will look a LOT better, more professional.
