I don't think so, These legs can be attached to the table top by only nailing to it with wood screws. Glue may not work perfectly.
Only longer. With mounting base attached i measure may 27.5 to 27 9/16 fully retracted. If you remove the plastic pad adjuster subtract 3/8" off the 27.5".
I installed these legs for my two table tops, the minimum height I got was 27-5/8". These legs are height adjustable by twisting the lower end cap. I guess that they can be adjusted to exactly 28", but I didn't check what is the maximum height of these legs.
M10 is a good answer. I used M10, and on the sage advice of another reviewer, used *pan head* sheet metal screws. Wood screws with angled bottoms are not ideal (or even suitable) for attaching this type of leg to a table. Thanks to those who answered previously!

I suggest #10 x 3/4" Flat head Philips wood screws also from HomeDepot
Yes. That’s exactly what we used ours for. You only need to mark where you want to put them because they don’t line up with pre-drilled starter holes on the bottom of the tabletop.
not quite with no additional height adjustment on a hardwood floor they measure 27 5/8" from floor to underside of desk/table. You can then add additional length by unscrewing the large feet
