The ice melts. That is why there is a bag to attach to the drain hose, the bag fills with the water from the melted ice then you empty it as needed.
I don't know if it would help or not, seems like it would decrease the rate of fog production.
In the instruction manual linked above it said it's rated for indoor or covered outdoor use only. So you can use it outside but don't let it get wet/rained on because it is not built to withstand the elements.
Ground foggers are a type of fog machine that creates fog that stays low and creeps along the ground, whereas the 400 W and 1000 W fog machines make more puffy fog that rises into the air. The hose extenders are really only for the 400 W and 100 W machines which is why they are not compatible with the ground fogger.

The ice is used to cool the fog, which keeps it from rising very high into the air. It's neither for condensation or cooling the machine. Aerated fog juice will enter the cooling chamber at around 130 degrees. So you'll want to keep an eye to make sure the plastic isn't melting and they might not stay cool for very long.
