It sounds like brackets are not secured to the wall, the rod is loosely fitting into the bracket, or the rod is not allowing free movement of the curtains. First make sure the bracket is firmly attached to the wall; it should not move or twist. If it does, try to install the bracket into a wall stud or use an anchor for securing it to the wall. Next see if you can gently push the front of the bracket over the rod to create a snug fit. You may need to remove the rod while you gently push the bracket towards the back to achieve a tighter fit; then pop the rod into position. The rod should then be stationary and the curtains should freely move. The only other issue would be that the curtain rings or grommets may not be gliding over the rod; in that case, make sure the rod is clean and allows the hardware to freely move along the length.
