Bought this product October 2020.. waited just a week for availability.
It has prongs underneath to detect water prompt the alert with an alarm. We use it on the floor as intended. The water would have to get much higher to reach the prongs if it isn’t on the floor. I would contact Honeywell to ask them if it would work on it’s side. It’s a great product. Very reasonably priced for a useful tool.
It's a loud piercing screaming alarm sound. If that is similar to the other alarms that you have in this location then you won't be able to differentiate. However, any alarm it's worth investigating. And considering the price point? You just purchase one audition it and see if it works for you. It's a reliable device and it has helped me mitigate an under-the-counter, of a vanity in a bathroom, water event.
Let me clarify my answer...Inside use. Outside conditions probably not.

It will beep when low battery.
If there if liquid contact between the two electric sensors on bottom. Yes, it would if your cat is scared with alarms. But not sure it would stop repeated problem, unless your cat responds with one time learning.
I COULD HEAR MY ALARM WHICH WAS IN A CABINET UNDER THE KITCHEN SINK !! LOUD ENOUGH !!
Not much before it goes off, if you put it back down too soon after clean up and floor is still damp it will still go off
MY ALARMS ARE WORKING AFTER 2 YEARS ON SAME BATTERIES !!
