Yes, these are capable of loosening seized or rusted bolts under all normal conditions. Just be aware that, it isn't solely the socket that does the job! Rusted bolts and nuts require some type of lubrication ( like WD40 or specialized penetrating oils) to first loosen the fastener. Nuts that have been sealed with adhesives often require chemicals and-or HEAT. Extremely difficult fasteners sometimes respond best to impact power tools. And "work-welded" nuts or bolts may require drilling to remove. So, it is NOT the socket that is the deciding factor. It's the type of seizing, the physical and environmental conditions, or the age of the fastener that makes the problem. Some combination of tools, leverage, chemicals, heat, impacts or other technique is the important factor. Hope that info helps! ;-)
