Not really, i have worked with straps for years. You can use it as an 8ft but you will have 8 ft tail.

I need a ratcheting tie down that will clamp down as short as only 16 inches

when fully ratcheted in, the distance between hooks is 14 in. You might not get the item tight enough in a 2 in. distance pull. The 1 in. tie- down might be better in your situation.

Strong and wide
These are truly smooth in operation and strong. The ratchet tie down are a 16' long and 1 1/2'' wide with smooth ratcheting operation. There useful from strapping a boat down , keeping debris and materials from moving about and so many other uses. Because of there size and strength, The use of these is unlimited. Larger than most straps this size for the price.

So garbage
While trying to tie my gear down I noticed these straps webbing was already coming lose after 0 days of using them. No wonder why they are $8. Complete garbage material and quality. What a waste of money
