Is this snake proof where snakes can not get in?

It says that the 42 Gallon measures 40.56" L x 19.68" W x 19.68" H. Is this at the top or the base? I have a platform of 19" wide that the feet would need to fit in and this gains width at the top.
Our measurements are taken from the outside at the largest points of the bin.
The product description says "rugged construction with WeatherPro seal protects from moisture..."; the feature comparison has a check for waterproof. But other answers here say it doesn't have a seal. Please confirm which is correct?
