Those material are no longer regularly used due to cost and weight. Mention it because I want you to know that the life expectancy of new oil fired hot water heaters is very short. This coupled with the cost of oil is has reduced their use tremendously over the last couple decades.

A:  No it would not qualify based on the information you have provided. The energy factor is .62. Further an AFUE of 90% the flue gas would condense into water which would destroy the heater. I am not aware of any oil fired hot water heater with an efficiency that high. Not because it can't be done but because the water produced as a bi-product of combustion, at that efficiency is just so corrosive.
