Yes it can in most instances, however this really depends on you ductwork. Metal ductwork / flex ductwork / insulboard ductwork are different types. If you have the metal ductwork it is not recommended because this has a paper backing not a moisture barrier blocker as ductwrap would have.

Can this be placed in a crawl space? I live in Nashville, is R-13 sufficient?

Example: I have looked at the manual and can't figure out what I did wrong.

This is not a yes or no answer without a little more detail. Yes if you install a plywood / heavy plastic / or something to hold it up. The paper is not sufficient to hold in place for long periods without enclosing. However local code will answer if Nashville requires a higher R-factor.
