Kilz2 Latex. Will this cover a stain that bleeds through after I've primed the surface?

no, I was told by an associate this was what I needed but it did not cover any better than regular paint.

Will this cover cigarette smoke smell?

Use Kilz Restoration, and if it's bad, use 2 to 3 coats. We did this to my husband's childhood home where his mother had smoked for 40 years, and walls were tan color from smoke. We tried doing the wash with TSP and scrubbing walls well in one of the bedrooms, and nicotine still bled through one coat of regular Kilz and 2 coats of Behr Premium. We were so ($&%#-ing) impressed with Kilz Restoration, that I cannot recommend it enough, even if the cost is high. If it hadn't worked, we would have had to redo the entire interior in sheet rock, it was that bad, and I am allergic to cigarette chemicals from growing up in a smoking house.

Can I use as finish paint

Ya.. you could... But I wouldn't. It is very dull and has a chalky finish. It also doesn't "coat" the wall that well, it's not designed to "block" the underlying color, but to seal it in and provide you with a good surface to put your actual paint on. This doesn't provide a good even finish coat, even with 2 coats, I could still see the underlying color coming through a bit, and could see lighter and darker areas and roller lines or brush strokes, but with one coat of finish pain on top, it was completely gone leaving a perfect even finish. The primer will never look good, but isn't meant to "look good", it's meant to seal in stains etc, and give you a good base to attach real pain to.
