Hi Anthony and thank you for the question! This tool will cut up to 5/32" material. (i.e. small bolts, nails, and all wires, including piano wire) So it all depends on how large the bolt is. I also would recommend the 71 22 200, which is our CoBolt Angled Mini Bolt Cutter. It cuts up to 1/4" material and will give you a similar, close cut thanks to the angle. Here is the link to the 71 22 200 on homedepot.com: https://www.homedepot.com/p/KNIPEX-8-in-Angled-High-Leverage-Cobolt-Comfort-Grip-Cutting-Pliers-71-22-200/205333655?keyword=205333655
Yes, this will clip the screw off flush.
Hello Nick and thank you for the question! The head with the jaws closed is 1.80" and with the jaws open it is 0.63". I also believe 71 21 200 would give you similar results. The head with the jaws closed is 0.90" and with the jaws open it is 0.30". If you had a tad bit more clearance, 71 21 200 would work but 1/5" of clearance is going to be a tough one. Just going on the information you provided me, I do not think either tool is going to work here.
