can the straps be pad locked to hinder potential theft?

You're able to lock them down with a small padlock, why? They're made out of a thick nylon webbing but they're able to be cut with a sharp knife. I'd think that securing your cargo with a piece of chain and a padlock to the deck or the frame would be a better deterrent. Hope this helps.
