Hello Linkbeak, The ladder is not designed to work from a deck. Only from a window frame.

See this Kidde document: https://www.shareddocs.com/hvac/docs/2001/Public/02/escapeladdermanual.pdf I would say possibly, but it depends on the overall strength of the railing. If the railing is thin or flimsy it should reinforced where the ladder will be installed. I suggest you may want to hire a carpenter to do the job right.

Not Suitable for Fire Drills
We have 2 kids and want to practice fire drills so the kids are comfortable using the ladder. However, this ladder is a SINGLE-USE product which means you should only use it for emergencies and you cannot practice with it.

works great, but i hope i never have to use it for its intended purpose.
I will say up front that while i eventually intend to have this product be available for use for its intended purpose (emergency exit in case of a fire) that is *not* why I bought it. I bought it specifically so that I would have a safe way to climb in and out of an ever-deepening hole in my attic floor, where a chimney is steadily shrinking brick by brick. And in that respect it has performed admirably. I obviously had to secure it other than it was meant to (it's meant to hook over a window sill - I had to bolt it to attic rafter joists), but even though it's coming over an open space rather than against the side of a house it's perfectly fine climbing up and down on. I would also say that i hope neither I, nor anyone else who buys it, ever has to use it in case of a fire. Not because there's anything wrong with the ladder, but because it means the house would be on fire...

The BEST Product I hope I NEVER need!
We now have a ladder for every bedroom in our home and I could not be more thankful. We have tested how it works to be sure we are satisfied and our kids know how to use, but certainly hope we NEVER need it. It's like paying for insurance, and what a great value if we need it to save our lives.

The price for this emergency ladder is certainly attractive; however, I did not realize when I purchased this emergency ladder that it can only be used once. Thus, my originally plan about giving the ladder a dry run--as in a fire drill--is not possible. Thus, should the time ever come when a fire in my home occurs, I can only hope that my wife and I successfully negotiate using the ladder to escape the flames.
