will this boiled linseed oil work in a pump style weed sprayer to apply on a ceder fence?

Yes absolutely mix it with mineral spirits 50/50. Have been using this method for over 20 years and it works better than any exterior wood preservative you can buy.

Do i need to mix this oil with anything to use it to coat an unfinished fence?

I used the boiled linseed oil to coat a new unfinished fence with an airless sprayer. I used it straight with no mixing.
