Pro-Tect is a non-flammable liquid water repellant that is opaque when wet that dries clear.

Is this product thin enough to use in a spray bottle for application to cement surfaces?

Yes. Though I didn't use it in a handheld application sprayer, it is thin but effective. It was quick to dry and worked extremely well. I applied it from a gallon pump sprayer and found it covered more effectively than I anticipated. My application was to new stucco and brick/mortar work.

How long does this take to dry?

The Harbra fast wall dries depending on the ambient air temperature and the surface temperature under normal conditions 80 degrees air temperature, fast forward dry in 2 to 3 hours.
