NO! This is a "Helper" to help bond compatable materials with what they are to be bonded with. For instance, I apply this to older drywall that has been long ago painted, so the plaster will hold on tight. I also use this for applying cement as a leveler, over top of existing cement, so the new thin coated cement will hold tight (bond) to the old. You can apply this to your old tile surface, let it dry for a few hours first, (read directions), and then apply your thinnset over the just dried bonding agent. As with anything you apply, make sure the old surface is CLEAN. No oils, dirt, or organic material on it. I would ask a professional tile installer to be absolutely sure if you can apply tile over top of old tile. I do know the bonding agent will help no matter what your going over, if it is not a new surface.

There is no advantage to using bonding agent over painted stucco. The bonding agent is designed for application to bare concrete onto which new concrete (e.g., stucco) will be applied. Bonding agent cannot absorb into the paint, therefore the film will remain on top. The bond will only be as strong as the paint's adhesion to the surface.

This is NOT a glue! It is a "helper", for other agents, that already have a bonding ability, to help them bond to a less-then-perfect surface. It is used for such things as helping your first coat of Stucco or Plaster, bond good, to old drywall. Another use would be to use it to help a skim-coat of cement, bond to an older cement surface. As with anything that your bonding, clean as best you can the old surface, let it dry if need be, then use this product to help. Follow the directions - Put it on and let the wetness dry, then put your material on before 24 hours pass. I wait a couple hours max after applying the Lanco, then apply basecoat of Plaster over this bonding helper. DON'T put your finish on too soon before the Lanco totally set's up, or you may get some running effect in your plaster. If this does happen (I know from experience), don't worry, the totally dried surface will still be bonded good. You may just have to re-coat it, to get a smooth surface if that is what you want. Works great for this

I believe it says in the instructions that your supposed to go over it while it is still sticky so I’m guessing it wouldn’t like getting rained on. I use it for interior plaster. Check quick Crete’s bonding agent. I think it’s about the same price and it’s probably ok to get wet. But I would check.
