I would think so. I use it in my rose beds to suppress weeds/grass. Just be sure to start with a clean slate by weeding and removing any sod before placing the fabric. We put rubber mulch over ours and it really helps to retain moisture in the soil.

Stone can be. I wouldn't use gravel or probably crushed granite as they are more likely to provide an environment where weed seeds will land on them and be able to germinate.

Probably, but I wouldn't. It's on the pricey side, and is pretty porous to water. It kites well enough, though, so it would probably allow air movement while blocking the worst of the wind, however.
The whole roll doesn't weigh more than a couple of pounds. If you're asking about how many PSI it can handle before tearing, I don't know the answer, but I will say that it's strong enough to where it is very difficult to tear by hand.
