No - this is not intended to be installed in wet locations. The flip covers are not water tight. Even if they were water tight when closed, installing a floor outlet outdoors will not work well if the cover is left open and rainfall fills the box with water.

The two small screws are for locking the covers in the closed position. The screws cannot be removed to accommodate a cord, and the cover cannot be closed while a cord is plugged into the outlet. I don't think HD sells a floor box designed for embedding in concrete with a cover that can be closed while a cord is plugged in. If you do not need a concrete rated box, check this one: Home Depot Store SKU #623176. It can be closed while a cord is plugged in. Good luck with your project!
The screw are to lock the plug cover down. Covers cannot close when a plug is in place and stick straight up.. Plug is not recessed so plug sticks up as well.
It's been a while since I have purchased this item. If my memory serves me correctly, they lock down the covers when the outlet/s are not in use. Hope this helps.

If you install it correctly, the top plate will be level with the floor. I suggest that before you attempt it with the finished floor, use a short piece of 2x8 as a test fit. The direction measurements can be confusing.
