I used this to replace the female end of my 10/3 extension cord which has a jacket diameter of 9/16" or 14mm. It was snug but as long as you strip the least amount of jacket possible it will work (the clamp must only clamp onto the jacket, not the conductors). Cords like mine aren't over-sized to handle more amps, the larger gauge reduces resistance over the longer distance. As long as the connectors are 15 amp (5-15R / 5-15P) that will limit anything plugged into it to a continuous draw rating of no more than 12 amps.
The better solution is to either cut the end of your new cord and hard wire it to the incoming wire inside an approved junction box or set a box with a receptacle and cover and plug your new lights into that. All wiring connections must be contained inside a non-combustible space.
NEVER use a double male cord connector. They are extremely dangerous. If you installed your Christmas lights backwards take the time to reverse them.

I wouldn't. For outside you should install a grounded box with the proper connector for the cable and a GFCI outlet. The cover plate for the GFCI should be weather resistant (has lid that covers it when not in use).

No. Your extension cord is rated at 300 volts for safety reasons and this plug is rated at only 125 volts for safety reasons. Avoid risk of injury to yourself and potential fire by purchasing the exact replacement cord needed for your equipment. Better to be safe than trying to save a couple of bucks.
White wire connects to the larger slot. Most modern connectors have a silver screw for the white wire that connects the larger slot. The black wire (which should be the wire carrying the voltage) connects to the smaller slot, which should have a brass colored screw.
If it will fit into the recess in the tool handle it will work. BUT the extension cord MUST be a 3 wire cord or you violate code by hooking up a grounded plug without the ground connected. They make a similar plug for 2 wire cord that doesn't have the ground.
