Will this device identify there is a bad or loose neutral wire downstream from it ?

This is an OUTLET BRANCH CIRCUIT (OBC) afci, based on the 2014 NEC national electric code, that is ESPECIALLY USEFUL where you WANT AFCI protection of ONE OF YOUR circuitS, BUT you HAVE an OLD BREAKER PANEL that DOES NOT ACCEPT MODERN afci breakers, AND you DON'T WANT TO COMPLETELY REPLACE THE PANEL. SEE "Leviton RESID+AFCI+Guide+to+Key+Wiring+Device+Safety+Change.pdf. It works well, and SATISFIES the NEC CODE IF you can start the circuit FROM THE OLD STYLE BREAKER to this afci as the FIRST OUTLET (Leviton's or Cooper-Eaton's version) with METAL CLAD 3 wire conductors with no more than 50 ft MAXIMUM length. (NEC Code Section 210.12(A), option 5 "Outlet branch circuit-type AFCI receptacle + steel wiring method". (SEE "Leviton's summary of methods above)
