Can I install the 20A outlet on a 15A breaker for now. I plan to upgrade the electrical box at a future date which I would change some of the breakers to 20A where needed although I don't think I'll ever pull that much current.

Not unless you plant to rewire the whole circuit. 15 amp circuits are on 14 gauge wire, 20 amp are on 12 gauge. By simply swapping the breaker out, you are not changing the wire. If you did swap the breaker, it would not shut off it if amps went above 15 which could cause a fire from the 14 gauge wire overheating.

Go to your electric panel and check for the breaker that isn't on. Turn it all the way off then finish your electric work. Then turn the breaker back on
