Are the tamper-resistant shutters on this really white like the picture suggests? If so, that's very odd when buying a black outlet.

Brass screw for hot(black) and silver for common (white).
how safe is this outlet? i see few comments that some of the ports for the electric cable are melting.

Every switch and receptacle device must be installed within an approved box enclosure. The perimeter dimensions of this receptacle are better-suited for new plastic/non-metallic switch and receptacle boxes, not the steel boxes found in older construction.
