Yes, if this is installed properly both switches in the 3 way configuration should light up when the light(s) they are controlling are off. I installed two of this in my laundry room, and when the light is off the two switches illuminate, when the light is on the two switch light are off. Hope this helps.
If there is only one switch to control the fan then you only need a single pole switch and not the 3 way switch. If two switches control the fan then the 3 way switch you have is recommended.
Just like Big Spender noted above, these illuminated switches do work with LEDs, but your results may vary. I have them on a couple of circuits. One with two standard A19 regular looking light bulbs 100W equivalent LEDs. The switch glows nicely in my garage, just as I wanted. The other circuit has four "linear LEDs" that replaced some fluorescent cool white tubes in my shop. I found the glow is an orange flicker. Crazy thing is, with one bulb, it flickers slowly, with two, faster, and with all four, even faster. It would be a bit annoying in an upstairs hallway, but not a big deal for me in my basement.

It depends??? The small current which flows through the switch when it is in the "Off" position can be enough "dimly" light some L.E.D. Bulbs. If a complete "Shut Off" cannot be obtained with different L.E.D. Bulbs, a wiring modification which includes a 110V.A.C. Relay between the Switches and the Light Fixture will work if Your Electrical Codes will allow it. "THIS SOLUTION MUST BE IMPLEMENTED BY A SKILLED MASTER ELECTRICIAN."

It sounds defective. I installed them in an 8,000 sq ft. home and had several that didn't illuminate. Nature of the beast.
