It will bond to the steel as long as the steel is clean and has no residue.
It is made for being installed on garage floors and driven on, however the surface needs to be free of debris. So you would need to make sure any loose concrete was cleaned out and any deep cracks and holes caulked and patched. It is a peel and stick flooring, so start with a clean surface. I’m not sure there is a weight limit, because it is a very firm carpet tile made for industrial uses. It looks great when installed. I hope this helps you.

The arrow marks are for the direction of the nap of the tile. The placement of the tiles depends upon how you want it to look. If you want the checkerboard look, you’ll want to rotate each tile a 1/4 turn when installing them. However if you want a regular carpet look, just line each one up with the arrows going in the same direction. I hope this helps you understand the arrows on the tiles.
One. The reason it looks like a checkerboard is because of the carpet nap, and the tiles each being rotated during installation.
LifeTiles Primer is required for application and sold separately. 1 bottle of Primer covers up to 8 boxes of LifeTiles, or 576 sq. ft
We do not recommend applying large volumes of water and soap directly to LifeTiles as this will decrease the floor's performance over time.
The best way to clean seasonally would be with hot water extraction. The concern with pressure washing would be that the pressure could dislodge a tile, which would not be covered by warranty.

Yes it does come with 1gallon- which covers up to 8 boxes of tiles. Home Depot really should change the description to say that it does include the primer. I purchased primer because it said it was necessary, when I picked up the tiles in store the primer came with them.
