When derating the SCL-153P, there would not be a reduction in the LED wattage limit. The SCL-153P is still rated for 150W of compatible LED when derated.

It sounds like someone has foolishly cut or removed the green ground wire. Check the back of the box, sometimes people for unsafe reasons tuck them away unused. If you can’t find the green ground wire, then this is an electrical safety issue and should be fixed by a qualified person before installing this three wire switch. Make sure you turn off the main panel breaker before you start exploring around in a receptacle box.
I am not aware of any minimum required, only max 600 watts, if it is not working you probably have it wired incorrectly

Mine wouldn't work well with 24 2W LED bulbs...pulsed on/off on the brightest setting.
