Where is the controller for the temperature and flow of water?

The Moen 3558EPBN 30” Wall bar with 5-Spray Eco-Performance Handheld Shower is an accessory that is added to the controller for temperature and flow. The valve is not included. Terrible pressure, installed it to find out pressure is awful. Should be clear in the name that it is low flow. just threw away $170.

The flow restrictor cannot be removed. I can hold my hand 1 foot away from wand that is held upright and my hand will not get wet.

The hand held showerhead included with the Moen Eco-Performance hand held showerhead in chrome has a water savings maximum flow rate of 1.75 gallons per minute at 80 PSI. The U.S. Energy Policy Act restricts the maximum flow rate of plumbing products and the removal of flow control devices. All Moen Products comply with the Federal Law. We would suggest checking the screen washer installed in the hose where it threads onto the hand held showerhead. If this screen washer is blocked by debris it can affect the flow.

The "Eco" part is the problem. Flow restrictor cannot be removed. Flow is very bad. I can hold the wand upright, hold the palm of of my hand 1 foot away and the spray will not reach my hand. Don't know what to do.
