That would depend on the wall construction. If for example you're referring to a fiberglass enclosure I can just tell you I used two of these anchors with great success on mine. As a CAUTION: You'll need to know EXACTLY what you're dealing with with respect to wall material, thickness, and clearances behind.
Using this mount on a fiberglass surround will not result in a strong grab bar installation, as the weight applied to the bar will flex the fiberglass at the mounting point, pushing inward at the bottom and outward at the top of the mount. This flexing may cause the fiberglass to crack and fail at a critical time, when it is being depended upon to prevent a fall. Such flexing could also result in mounting elements moving and becoming loose. Home Depot may have the proper grab bar mounting hardware specifically created for use with fiberglass tub and shower surrounds, but his mount is not it. The only mounting kit I have found is called, "The Solid Mount," and it is made to directly bolt into a wall stud behind the surround, and uses adjustable spacers, washers, and face plate, to achieve a solid mount for your grab bar installation, which depends entirely on the stud for is strength. Properly installed this mount will not flex your fiberglass surround wall and will provide a very strong mount compatible with all the most common 3" bars. Ask your Home Depot's Pro-Desk, or Hardware Specialist, if they stock this grab bar mounting kit, "The Solid Mount." I know some store have them, as I know people, who have purchased them from HD. They are not visible under the covers; if you get the Morn bars, they have covers in the same finish as the bar and you won’t see the anchors at all.
While I used the anchors on a marblite-like surface, they are suppose to be good on any surface where you do not have a stud. Toggle bolts are recommended for plaster walls. This anchoring system is the essentially a large toggle bolt, so it should work on plaster. I recommend using a carbide hole saw. careful, holes don't line up out of the box. only one out of three screws can insert. others are out of line. I had to buy a dremel 9902 bit to open up the holes in the grab rail so all three screws would work.
Yes when installed properly and in a clean hole (use a masonry bit and just enough pressure to cut and as not to blow out the back) they provide a very stable anchor
