Yes. It is primed but needs a new coat of your primer choice,and painted. Finger joints are slightly noticeable if used low enough where it might be noticed.
Depends on what parts of the fence you are going to use it for. It is good for trim but the finger joints show . If you are making slats and not for structural it will be fine. Be sure to use a good paint over the primer. I was reading an artiicle about pre-primed wood this week.It suggested re-priming because the primer the processor uses is to protect the pieces from handlng. It is not the best for new paiint to stick to it.... If you are put out in the weather I suggest you use unpriimed boards, and use solid color, or semi transparent. exterior stain. It breaths better and is less likely to peel. Paint will peel on a fence in the moisture. Paint is like put putting a plastic coating on a board, moisture wants to come out of the wood and blister the non breathing paint.
That has to be a typo. It should be 3/4"' x 5.5" . This format will not correct that. You need to address tha with the admin somewhere on the listing. This is primarily a customer means of commentling
