This planter does taper slightly from the top to the base. The top of the planter at it's widest point is 16" x 16" and the base measures 11.7" x 11.7". No. If using self watering feature the bottom holds about 4 gallons of water and the top holds a lot of planting soil. When filled these planters aren’t going to blow over unless tornado or hurricane force winds hit and probably not then.
