A: Yes, or something may have gotten caught/damaged the seal. Inspect the seal carefully to locate the problem
A: make sure it is cleaned good and that the filter is cleaned as well. I have seen it where the seal gets crooked and a clogged filter will tend to deposit crud under the seal on bottom sides.
