A metal-specific circular saw blade can be used for cutting panels in half or parallel to the ribs. It is the easiest for long cuts. The newer the blade the better. Turbo-shears work well for fast cutting over the ribs and tin snips can be used for detail work and small cuts. Make sure to brush metal shavings off the panel before installing and always wear eye and ear safety gear.
Coverage width for the panel is 36" when you are side-lapping multiple panels on a roof or wall. Classic Rib Panel, by itself, is about 38" wide.

The non-color side (underside) of the panel has a primer and a white paint wash-coat on it. It is not as thick as the color side but it will still protect the panel from normal weather wear and tear. Spray the panels off once or twice a year with a hose to get any dirt and leaves off of them to prolong the life of the panels.

It's hard to give an exact answer without knowing what part of the garage you want to cover. For just the walls you would need 34 panels at 10' long. The panel has a 3' coverage width. So 30' divided by 3' = 10. 20 divided by 3 = 7, rounded up. 10 + 10 + 7 + 7 = 34. The roof requires more information. Flashings, fasteners and closures are recommended also. The ProDesk at your local Home Depot store can give you an accurate quote based on your drawings and can order the material for you.
