I think they are talking about the packout system as far as the daisy chain. I don't see any other way you could attach anything to this bag. As far as your off-road pack question: this bag is big and when it is full it's heavy. The shoulder strap is very heavy duty, but if you add the cooler and the small parts organizer you're going to be tripping on the stack. I'm 6'1" and it hangs almost to my knees tho I do have the strap quite long so i can carry it on shoulder or over head on other shoulder depending what I'm doing. You could add the small parts organizer and carry the cooler with your other hand or same side hand, but all 3 on one side stacked on top of each other would be too much in my opinion.

For me, the 20" would be too big. I already had a 15" storage box that I got with my drill/driver set, and I got another one for other tools so the 15" was the obvious choice for me. If you go bigger and add any boxes underneath, I think you'll want the cart.

Yes, there are 14 loops. The gray piping has 5 on each side along the each edge and there are 4 thicker ones on the handle strap where it is sown to the bag.
I was able to fit my Craftsman tool box in the Milwaukee 20 in. Packout Tool Bag. My Craftsman tool box is 17 in. L X 9 in. W X 9 in. H. Hope this helps.
