The gold ring shown in the arbor above is a removable adapter allowing this to be used on both 7/8” or 5/8” arbors. I wouldn’t suggest using a larger arbor diameter than what is recommended as the blade will have 1/8” of play all around when installed and could move when it bogs down, potentially leading to kickback and injury.
I personally wouldn’t suggest it as vinyl is rather unforgiving. Your best method would be a Circular saw with a vinyl cutting blade or a high tooth count blade to get clean and accurate cuts with less chip out, the more teeth the better. You could also give it the Ol’ Reliable treatment and score it with a razor knife and patience.

You shouldn’t have any problems cutting through most metals up to 1/2” thick, including galvanized steel. I suggest you wear ear plugs as this blade is obnoxiously loud.
