Generally no. You would need a diamond cutter for such masonry, not to mention a costly commercial-grade boring tool. Also, I imagine you mean a slab already on the ground. This type of cutting device requires a through cut if you are to actually have a hole; if the slab is in place, most likely there is no way to be able to cut through to the "other side" (which is going to be about 7900 miles deeper than the couple inches of depth the cutter can penetrate at max). And without cutting through, you ultimately only remove a hairline circle from the concrete, with the middle still left there.
I haven't tried (and won't), but I assume they would get ruined after just a couple of holes.
Yes, they work well in plaster. I've made several cuts and the teet still look perfect. Ordinary bi-metal hole swas do not last nearly as log.

Duane, I did some research on your question and even though these saws will cut nails, cement boards and stucco, the are not designed to cut ceramic tile. Sorry.
