Yes, in a sense. 2.375" is the depth of the cutter "cup", which will limit the thickness material you can saw at a time. You could cut deeper, but you'd have to remove the "plug" in the cutter or the hole before continuing. For example, if you want to saw more than 2.375" into a slab of wood, saw to the depth of the cutter, remove the cutter, chisel out the plug in the slab, then continue cutting.
Yes, it can be used without the pilot bit. The arbor chucks, not the bit. I strongly recommend using a drill press and secured material. It can be quite aggressive and perhaps uncontrollable if used free-hand.

I have a Rigid cordless drill and the set fits with no issues. I didn’t measure, but I believe it’s a 3/8” drive. Fits drill fine with plenty of room left over. Definitely not a 1/2” drive...
