These are charged with any M12 compatible charger or an M18 charger that also has the M12 charger port which is most of them these days.
It is also longer run time yes but you definitely will see more torque and power out of the tool versus the smaller 1.5 batteries. I had previously only used the smaller batteries and as soon as I put the 3A battery in my impact driver and drill they seemed to come to life a little bit more.
There's a little battery indicator on the tools that show you their current charge level. Don't let them completely drain or you'll get fewer charge cycles from the battery over its life span. I usually charge one the level is about 2/3 of the way down and pull the battery off the charger immediately once its charged. If you get the flashing red and green lights on the charger you either have a problem with the batteries or you need a new charger. Hopefully it's just the charger though because the charger is very cheap compared to the batteries.
