This is a metal tester-you can run endless tests as long as the thing works. Mine was useless.
If you want to only test water, suggest you visit a hot tub/spa retailer (or shop online). They have test strips specifically designed for measuring pH in water. Home Depot even carries them: http://www.homedepot.com/p/Poolmaster-Smart-Test-4-Way-Pool-and-Spa-Test-Strips-50-Count-22211/205074049.
The soil test contains 10 tablets each for testing pH, nitrogen, phosphorous, and potassium. So, yes you should be able to use the test for all 3 property locations for all tests.
The probe on the meter should go 3"-4" into the soil. For accurate reading, the soil must be a muddy consistency which can be prepared either in the ground or taken out. You will want to make sure the tip on the probe when inserted is in the prepared soil as it needs the reaction of soil and water.
