A: There are slits in the unit to allow water to flow should the filter block. I think mosquitoes would have a hard job squeezing thru when the unit is new, but a year or so down the road they might sag open.
A: The filter's primary function is to prevent debris from getting into your drain pipes. The filter is not a mosquito net. Here is how you prevent standing water in the catch basins: Disconnect any drain pipes and drill a few small holes into the bottom of the basin. Dig a 1' hole underneath the basin and then fill the hole with gravel. Place the basin on the gravel and reconnect the pipe. Finally backfill around the basin. The small holes will allow the small amount of standing water in the basin to slowly drain into the gravel below and eliminate the mosquito problem.
