Can this be used on glass or a car paint?

Indeed! One of its many purposes is to gently sand out dings on paint on cars! Just be sure you follow the manufacturer's advice on how to treat the "down to metal" of the car. Some have little "kits" that actually have an undercoat layer you apply first, then lightly sand (again using the fine emery cloth) and finish with their paint. Others may indicate for small dings you can get away with simply using their paint and no undercoat. You can also take a not very sharp pencil or other object and use it to press into and sand out scratches that aren't too deep, just be careful not to remove too much.

what grit is the paper

From what I gather from the website https://www.nortonabrasives.com/ f-150, m-100, c-80 primary uses metal rust removal, paint prep, deburring. I use the medium to debur, flatten, and remove scoring from woodworking tools before going to higher grit wet/dry sandpaper.

Emery cloth has pretty much the same grit as sandpaper. You need to choose the grit just like you do with sandpaper for the specific chore or task. Fine for finishing, big grit level for grinding off something quicker, and other grits in between.

What is best product to use to roughen surface of terrazo to improve ceramic tile bonding?

Needless to say, terrazzo is extremely hard, so you will probably need to run a diamond cup wheel on an angle grinder over the terrazzo surface to scuff it. You might test a small area with muriatic acid to see if it will etch the surface, similar to concrete. Be careful with either process...N95 dust mask for diamond grinding, and acid-absorbing cartridge in a respirator with the muriatic.
