Thank you for your interest in Hillman products! You can unscrew this product counter clock wise but in doing so you will lose the toggle wing that secures the hook the toggle wing will stay in the ceiling.
Right. My ceiling is ancient horsehair plaster on lath. I don't believe stud finders work on that (do they?) Hook still holding.

Item came with screw
I suppose if you drilled a pilot hole it would work but I don't believe these are made for cement. I think someone mentioned in one of the reviews this can break if you tighten too hard (when going into a wood stud/truss). Be careful when tightening if you do try.
